Why does the hipchat plugin require an admin level API token?

If the hipchat plugin is only sending a message into a room, why does it require an admin level API token?

It can send messages to multiple rooms but more importantly, API token configuration is a one time task across all projects. Makes sense to restrict it to an admin I guess?

I didn't mean that it requires admin access to create it. Rather, it requires the "Admin" level of API access, rather than just "Notify"
