Where should I want to put the atlastutorial directory when writing plugins using Eclipse

According to some tutorials I made atlastutorial folder in C: drive and now nothing is there. when i try to give plugin create command(atlas-create-jira-plugin) it shows me

C:\atlastutorial>'atlas-create-jira-plugin' is not recognized as an internal or external command,operable program or batch file.

I guess this is because the plugin sdk is not installed properly .. Have you set the envioronment variables correctly ?

Go through the sdk installation step mentioned in this document

SDK instalation is ok, I can run those commands in external command prompt , bt not with Eclipse console which i created.
