What is the major use case for Page Approval in Confluence?

Before I install the add-on, I thought the "page approval" will block "unapproved change" on pages. Once the page change is "approved", everyone will see the change.

However, after some tests, I found it is not the case. The users who have edit right can still edit the pages. The only different is the "Page Approval" marco will show up "unapproved/approved" status. Whenever the page is modified again, all the approvers' status will be turned to "unapproved". Every editor can still edit...

Am I right? Or I have missed something?
