Webhook doesn't trigger build

We have the Jenkins webook configured and enabled on our repo.  The test button in the config page does notify Jenkins correctly(no commit data).  

When we created a pull-request it didn't trigger anything to Jenkins.

The button on the pull-request page also doesn't notify Jenkins.

Since I don't have admin on the server I don't know which version of the plugin we are running but I have asked the question of the admin.

Does the build all setting in advanced section need to be configured?

This widget could not be displayed.

I added pr/* to the build all and saved. Then tried to press the trigger build from an existing pull request. It didn't notify our Jenkins instance.
