We would like to restrict the types available for Tempo time tracking based upon a users role

Marie,
no this is not possible.
The only restriction would be to create an issue security scheme that will not display any epics for certain users.

Can you please send us more information about any specifics of your use case so we can better assist. By a user role, do you mean their role in a Tempo Team or in JIRA Projects? Also, please send us the number of your version in Tempo -> About Tempo.  

Note that the users that have the 'Work on Issues' permission for the JIRA Project can log work on the issues in the project. If a user has the 'Work on Issues' permission in any JIRA project, they can see Tempo from the header and access their Timesheet.
