TheScheduler plugin not firing off issues

I created a workflow for my project on how to handle Task issue type. I then created a schedule job using the plugin and selected the days per week to test the recurring job.

I selected one day , chose the from and to time.

When it came time to create the issue , nothing happened. When I try to fire off the issue manually then still nothing is created.

Any ideas on what I'm doing wrong?
