Tempo: is it possible to plan on projects & individuals, without specifying a date?

Is it possible with Tempo to do an overall planning per project and individual, without specifying on which dates certain work has to be done? So that you can put an estimated time on individuals and projects on a yearly basis, without specifying when (which date or month) the work has to be done.

There is no easy way to do this in Tempo Timesheets.
