When navigating to an issue in JIRA, regularly, the tempo section is missing all of its buttons

A page refresh will always then restore the buttons. Is this a known issue, and what can be done to resolve it ?
The main problem we face, is that when the page is in this state, if the user clicks the + button on the right hand side, they get the default time reporting dialogue, NOT the tempo one..
Even after refreshing the page, you can make the tempo section disappear again by clicking the issue link in the breadcrumb trail at the top of the page.
We are using JIRA cloud.
