Can I limit the JIRA users that can see and access this add-on, want to limit this to administrators and a few power users.

Well you can hide the Convert to SQL action in the Issue Navigator Export Menu, So regular users would see nothing extra on JIRA and then share the link to the SQL console among some advanced users only...
