Retrieving own user details per api

Will a logged in user always be able to retrieve user details per api?

GET: server_url + "/rest/api/2/user?username=" + username

Will a call to this endpoint always succeed? Or does the user making the call need to have the rights to browse users explicitly set?

Can a user always retrieve HIS OWN user details by the api? If so, how?

Interested to know if there is a free answer to this question.

Note:

  • SAML SSO (add-on) brings in common name and email
  • User Profiles for Confluence (add-on) will pull user elements from active directory. Sadly it was too pricey for my management.
