I guess the plugin is not officially in the marketplace until it's out of Beta.

Zephyr mentions in their Dec 16 Release Notes Here, that the zapi cloud (zephyr api access) is now in Beta!  

The details on how to get it are here
it says: 

From JIRA's UPM, search for "ZAPI Cloud" and install it. ... once installed, Zephyr for JIRA Cloud's data is available to access via RESTful calls.

However searching on "ZAPI Cloud" only results in the base "Zephyr" install, and not ZAPI. Searching for "ZAPI" alone shows only the ZAPI server version. so currently there is no ZAPI cloud available on the Atlassian marketplace.
