AppFusions Google Analytics in Confluence plugin - like all Atlassian server plugins - especially integrations - they server to server implementions, priced per server license tier, and are bound in licensing by those tiers.
Besides technically speaking, I think you should think of it as a server to service integration, not per user anyways for an implementation requirement.
This is a very rich integration - and in fact just last week, a feature was added allowing the ability to track/publish both internal and external site statistics to the wiki. Also last month, the plugin had a massive update because of a very core Google API update.
In short - this is a highly supported integration - just so you can feel comfort in that.
