Under Description field we should be able to see below pre defined text.

While Ticket creation users sholud be able to edit above text as required.
Use the Update Issue Field post function.
1. Go to administration -> Workflows and choose to edit the workflow in which you want to set the description value
2. Enter text mode and select the first step in the workflow
3. In Incoming transitions you will see Create. Click on Create
4. Click on Add Post Function and use the Update Issue Field post function
