Plugin Smart Attachments: Attachment visibility based on which group uploaded the attachment.

We have two groups: Local (High security level) and Foreign (Low security level). Local group sees everything in the issue and all attachments of course. Once security level of the issue changed from High to Low, Foreign group gets access to this issue, but not to attachments. Then Foreign group starts working on the issue and need to attach something. The problem is that they don't see their own attachments. How to make one group to see attachments they made. Local group, on the other hand, should be able to see everything.
