Permissions Required to Add Time Tracking Scheme to a Project

Hello,

What level of permissions are required to add a Time Tracking Scheme to a project? It seems like it requires the highest JIRA System Administrator permission level currently.

Would it be possible to change the level of permission required to be based on the Project's Permission Scheme permission to Administer Projects, the Project Lead, or (at maximum) the JIRA Administrator permission? Since it's usually best to have the Administrator of the project creating the project, it would be helpful for them to also be able to associate a Time Tracking Scheme to their project without providing them full JIRA System Administrator access.

Yes we have updated the permission to now base on admin instead of system admin.
