No Links to 'Universal Plugin Manager / Manage Add-on' in the Admin console

Also if I manually edit the link to : ....... /plugins/servlet/up doesn't work.

I get a error : Page not found...

Admin CONSOLE::

The plugin was disabled and I was able to Enable it by going to ..http://<confluence-adress>/admin/viewplugins.action

The reason for the plugins to disable may be due conflicting issues. It could have occured due to a problem and upon restarting the plugin it was fixed.

is your base URL correct? Did you change ports or something? Can you verify your Base URL is correct?
