In one of our workflows, the very first status is "Approval Required" status when the issue is created. The approving workflow action step is restricted to a certain project role AND the Separation of Duties that the user must not have transitioned to "Approval Required". But it doesn't work, and the reporter is able to Approve his own request. A big SAS70 no-no.

If this is the second step in the workflow action e.g. the issue goes to Open, and then the reporter transitions it to "Approval Required" THEN the reporter can no longer approve the issue.

Why isn't it working on Create? Can anyone suggest a workaround?

It is true that this does not work on the initial create transition. Instead I chose to use "except Reporter" condition.
