Can you confirm if you restored a backup from one Jira cloud instance to another or to the same cloud instance?or is it that you restored from Jira server to Jira cloud?
From Jira server to Jira cloud migration or restore is not supported because of the difference in architecture.Same goes for project level restore.Doing any of these will result in undesired behaviour with respect to Zephyr plugin or Zephyr test data.Please refer the restore caveats link below
If you were trying to restore from one Jira cloud instance to another or the same cloud instance and still not abel to view the Test data kindly sign up to out support site "https://support.getzephyr.com/hc/en-us" and use the option "Submit a Case" to raise a ticket with us.One of our engineers will contact you immediately to troubleshoot and fix this issue
As Tarun commented above you can import test cases with test steps using our importer utility via an excel sheet if you want to import test cases from server to cloud or at a project level
