Logging time from Service Desk instance to separate Jira instance.

We have an external customer facing Service Desk instance and an internal JIRA instance where we manage a number of different things, including time entry.  When one of our staff works on a Service Desk ticket we would like them to be able to enter time against the internal instance without leaving the Service Desk interface.   Ideally the staff member would be able to either enter the internal Jira issue number to submit the time against or select from a drop down of issue id's from the internal Jira instance.

Other info: We do use Temp on the internal instance for time tracking.

I'm looking for best practices and possible options to make this happen.  Would this be a plugin of some sort? Would federation be a part of the solution?
