Jira license is for 100 users, but I only need a 25 user license for Tempo time sheets... How to differ?

We have a licence for 100 users for JIRA that is used for both developers and SuperUsers in the business (a 100 user license). We need to have timesheets for the developers, but hence only requirere a 25 license. I can not only order this, but we can choose only 100 licenses for time sheets.

Can these licenses be combinded?

The user license of an add-on must match the user license of your JIRA. So you'll need a 100 user license for Tempo. See here:https://www.atlassian.com/licensing/jira
