After looking more closely at the error, I realized that it is for the Jira Subversion plugin instead.

When are you getting it - what are you doing with Jira at the time?

What are you doing with the utilities - what bits of them are you using?

What versions are you on?

You've only given part of the class name that is failing, and none of the error (although we do only need a couple of lines after what you have posted)

We're stuck without more information.
