JIRA and Confluence license for the vendor

Hello, Atlassian!

We are junior vendor and are interested in some details.

We are going to list our add-ons on the Marketplace. We want to upload user guides in Confluence and let users to submit bugs in JIRA.

We have enterprise license for our internal instance.

My question is: do vendors have to pay for Confluence and JIRA licenses for the instance where only add-on documentation and bugs will take place?

As a marketplace vendor you have a huge discount for some ondemand packages with unlimited users.
