1) Is the mentioned payment one-time or per year? 2) Does mentioned number of licensed users concern the plug-in's users or overall JIRA users?

Pay once. Renew every year to recieve updates and get support. If you don't you can keep on using the installed version. Usually renewal is half of the price you paid before. License seats depend on your jira license. If you hold a 2000+ jira license the plugin must be 2000+ as well. Regards

To be more precise:

  1. the renewal is exactly 50% of the initial price - this is all managed by Atlassian and plugin vendors have no control over the renewal price.
  2. all plugin licenses (at least those that use the "paid via Atlassian" model) must match exactly the number of JIRA users - again, plugin vendors have no option here. And in the case of JMWE, it kind of makes sense as all users use JIRA workflows so it would be kind of hard to isolate JMWE users.
