Assume, i need to verify a license offsite a confluence / JIRA installation. Having the plugin license string, is there a way to do this?

Can you expand on this? When you say offsite do you mean remotely using rest?
Yes, it can be either using REST or whatever - "remote" means, not as part of the confluence / jira installation, but stand-alone. It does not need to be a java-tool / lib, could be a REST call to the marketplace. For now though, i did not find anything.
