Is there a way to extract the license details of a plugin license using a slim API

Assume, i need to verify a license offsite a confluence / JIRA installation. Having the plugin license string, is there a way to do this? 

Something like https://developer.atlassian.com/static/javadoc/upm/plugin-license-storage-lib/2.1/reference/com/atlassian/upm/license/storage/lib/ThirdPartyPluginLicenseStorageManager.html ?

Any recommendation how to get the license string without the JIRA webinterface?

Is there a way to receive the plugin license information by REST or from querying the databse?

Can you expand on this? When you say offsite do you mean remotely using rest?

Yes, it can be either using REST or whatever - "remote" means, not as part of the confluence / jira installation, but stand-alone. It does not need to be a java-tool / lib, could be a REST call to the marketplace. For now though, i did not find anything.
