Hi!
What I would recommend is to look into the automation engine, where you can either listen on object events, or run on schedule, to check for licenses that are about to expire, or in the case with threshold of licenses, execute some groovy script to check for those conditions.
Basically, what you use for automation rules to filter out the right objects is IQL, Insights query language, and at the current implementation (5.4), its not possible to filter on percentage of certain values, or count / sum operators.
As such, groovy scripts would be needed to check for those conditions, and also for sending emails, creating issues etc.
What I would recommend is to get in contact with one of our partners, that can help you with how to configure your instance, how to set up Insight, and even create the scripts needed etc, as this question goes hand in hand with how the Insight structure should look etc.
