Is it possible to import test cases from another application (eg. HPALM) if we are using this plugin?

You can only import test cases in using the Zephyr for JIRA tests utility importer. You can download the tool here:

And below the download of the tool are downloads of the PDF documentation on how to use the tool in for XML and Excel.
