Version: Tempo Timesheet Plugin 7.8.3
Sending mails form Jira works fine.
On earlier Version of the Tempo Plugin it worked and I recvided an email when a user put me as approver (as described here: https://tempoplugin.jira.com/wiki/display/TEMPO078/Planning+Approval+Process)
But now it's not working anymore. In the manual (link above), at the end it's writen: "An activity is added to John's dashboard and an email is sent if this default option is enabled in his User Preferences."
When I go to my User Preferences, I see no 'Timesheet Actions'. Thats weird. Did I missed anything?

I m not able to reproduce your problems so I m asking you to evaluate your Timesheets Action settings in Tempo User Preference as documented on this page.
A list of available supervisors (users with Approve Timesheets permission) are displayed in the last file of the screenshot above. If no name is in the list no users has this permission in the team where you are a member.
The available supervisers are not the problem. I have them. But my question concerning tempo user setting is this (see the difference between the 2 screenshots):
