How to troubleshoot the whoslooking plugin?

I've added the whoslooking plugin to my 5.1.3 standalone instance, restarted but am not seeing the expected behavior when i have two users looking at the same issue.

I also tried having one of the users edit the issue and still did not have the info bar appear.

Here's what i know:

* All of the modules are enabled in the plugin manager.

* No errors during JIRA startup after adding the plugin.

* No errors in either of my browsers for my test users. Checked via the built-in developer tools consoles.

** User 1: IE9 on Win7

** User 2: Chrome 18 on Win7

I'm psyched to use this in my prod instance of JIRA but obviously, it needs to past a quick test first :)

What do i check next?

Go to Administration > Plugins > Who's Looking and change the Who's Looking group to jira-users
