How to set the root index path of jira?

When I using the here comes a message and JIRA could not match SVN commit.

2013-06-22 00:49:16,124 QuartzWorker-0 WARN ServiceRunner Subversion Revision Indexing Service [ext.subversion.revisions.RevisionIndexer] At the moment the root index path of jira is not set, so we can not form an index path for the subversion plugin.

Question: How to set the root index path of JIRA?

The error message means the IndexPathManager.getPluginIndexRootPath() method is returning null. This is an object belonging to the JIRA API and, usually, it returns the directory location of where the plug-ins can write under the JIRA HOME directory.
