How to expose REST resource without authentication?

I'm working on a JIRA server plugin. How can I create a publicly available REST module, open to the wide world?

It seems to require authentication by default, responding with:

<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<status>
    <status-code>401</status-code>
    <message>Client must be authenticated to access this resource.</message>
</status>

You should be able to add @AnonymousAllowed annotation on the class.
