How do i programatically configure the external hooks plugin?

I need to configure the external hooks plugin programatically. I am currently configuring the external hooks plugin manually, but i need to be able to do so programmatically. I was unable to find the configuration files or the database table in which the configuration is stored. Any help would be greatly appreciated.
