I need users without Admin rights to be able to clone projects, and Start, Complete, and move issues from backlog to other sprints

How do I change the permissions without giving ever user admin rights or making them admin for their projects?

We are a law firm and want paralegals to be able to drop scrums by cloning a project with the scrum for a new case without an Admin having to do it for them

Hi I wrote a script using jira-python if you are interested you can check here https://github.com/gianrisa/jira-copy-project I'm using this to "migrate" project and perform mapping, but can be also used to do cloning. just modify the mapping accordingly. 

This is an alternative of course to the clone plung-in less quick but works.
