Fallback Component

When I was doing "Configuration - project", what does the "fallback component mean"? There's no option to chose. And even I want set a Project Map or Domain Map, I also cannot set a Component.

Just saw this, the editing doesnt dynamically populate the component list. Enter the project, save, then edit.
