Some add-ons need to be downloaded directly (mostly ones that aren't plugins for Atlassian products)

Have you tried the vendor's site? There's a link for that.

Yes. That leads me to Atlassian Labs, leads me to an IDE Connector overview page, with links to installation documentation but no download link.

Sorry, I should have noticed "eclipse" in the title and said that the installation document tells you how to install it in Eclipse (i.e. not as an Atlassian plugin, but as an Eclipse one). There's an online and offline (download) install in there, although the offline one does need you to download manually.
