Difficulty creating a scrum board programatically

I'm working on a plugin that will automatically create a default project setup in Jira/Bitbucket. Most parts of creating this plugin have gone smoothly, but not the scrum board. I've used the java-api to create Board objects, but when configuring/saving/updating these board objects no project boards can be seen changing/appearing on the Jira server. I've tried using the rest-api to create a scrum board, but was unable to find the necessary methods to create a board.

Has anyone successfully created a board using the methods I mentioned? Or what other methods am I missing that I could use to create a scrum board? Any information would be helpful.
