There's a newish add-on at https://marketplace.atlassian.com/plugins/com.redmoon.jira.commenthistory.commenthistory

that shows the history of changes to comments (delete comment, edit comment, change visibility etc). I know this is all stored in the issuehistory table in the DB but somehow I recall seeing this information in the regular issue History tab.

Are changes to comments really not shown in the History tab?

Actually, no, older versions of Jira lost some of the details of comment edits and deletes, and I don't remember any comment edits being in the history tabs.

There's still https://jira.atlassian.com/browse/JRA-12400open on this one
