Can we make "Story Points" field required when issue gets assigned?

Hi,

we do not have a transition to assign someone to issue, its in "To-Do" until it goes to "InProgress".

Someone who is reporting the issue does not have to insert story points but when issue gets assigned we would like to have story points mandatory (assignee should put rough estimation). 

Is there any way to do it without creating new screens or transitions?

Making the field mandatory, will make it mandatory for each transition, even for the create screen - no solution.
