Can we have any access level control for creating structure?

Consider we have CR which breaks down to PBI and then PBI to sbi. Can we allow only some set of users mostly the project lead/managers to create CR and put a restriction to others. Also allow other users to create PBI and sbi. basically can we have any access control feature for allowing creations of tasks and subtasks in structure.

Unfortunately, this is not yet possible in Structure. Permissions are assigned for the whole structure.

However, you might make use of "Require Edit Issue Permission on Parent Issue" flag, to make sub-issue changing allowed for only those who can edit the parent issue. See details here: https://wiki.almworks.com/x/QIBp
