Can installing this plug in cause any of the current JIRA functions to stop working?

It's very rare for add-ons to interfere with other add-ons or the core of Jira in a way that would be considered "stops working".

It is better if you check installation of the add-on on a test environment first. It is indeed very rare that add-on force Jira to crash. But it happened to me a couple of times.
