I can do this in the Service Desk automation, but I'd rather use this plugin (it is more flexible and easier to get right).
I have development tasks linked to service desk tasks. When the development task is transitions (goes to QA or is closed), I want a comment added to the service task.
Can we do that here?
Yes you can do this, by creating a global rule with an issue transitioned trigger. Then branched on the linked issues. Below is an example. You will need to modify the jql conditions to match the issue types of your project.
