Access permissions for the plugin

This plugin only seems to be available to Confluence Administrators. Our users each have their own space. Is there a way of making Search and Replace available at the space admin level?

Yes. This would be a good step towards the solution we need as discussed in issue

Some space admins need to search and replace in their own spaces without it affecting the whole database. I know it is dangerous and should have whatever red flashing warning lights that you'd like to include.
