as per my knowledg Crowd can do so but the concern is the orgnaization already has "SAML Single Sign On for Jira" is there a need to replace it by crowd or it can do so?

According to your requirements using an IDP is a good option as it provides better security and the option of syncing your users with Jira. Our Jira SAML SSO provides you with all these functionalities. In addition to this, with this solution you will not need to migrate users from your IDP into Crowd. Try out our Jira SAML SSO app from the marketplace.
On the other hand if your IDP is managed by someone else then you can use crowd to get better control over the users. As with crowd you have control over the user permissions.

You could still keep using your integration with AD for user provisioning while using the SAML SSO plugin.
