can we give user access to tempo planner alone without JIRA.?
No, because Tempo is an app for Jira.

add a field here “Type” with options Internal and External.

what is the purpose for this? What do you want to achieve?
The user wants to add new field in UI.
he did some analysis. Adding in Account or Team field might not work. Its vice-versa: to integrate Tempo in to Jira
But any ideas to add an additional field of “Type” in below pop-up screen are welcome.

We are trying to classify the internal and external forecast and in order to achieve it we need a new field added in Tempo Team in below screen shot(pic1).
I do not think you can add fields to that screen directly.

Ask Tempo to write code for it?
