"The Atlassian Marketplace server is not reachable" again from Jira Server on Ubuntu

This is a problem I've posted before but never been able to solve it. I have an instance of Jira Software installed on Ubuntu 16.04.6 (LTS) x64.
Previously I have installed add-ons by accessing Atlassian Marketplace. Now when I try to access Atlassian marketplace I get "The Atlassian Marketplace server is not reachable." Previous suggestions have mentioned that it could be firewall rules but if I run "sudi ufw status verbose", it comes back with "Status: inactive". I guess that means that there are no firewall rules in place. What is curious is that this follows a similar pattern where initially I can access Altlassian Marketplace then after a time access is not possible. Any help appreciated.
