how to implement checklits with "My ToDo" for issue type backwards?

i understand that when we create a new list  - for example "Epic readiness for PI Planning", with default list, when implementing it , it is shown ONLY on new created EPICs and not on already created epics.
is it true  ? is it with all checklist add-on?

What you're asking about is something we at HeroCoders call a Global Checklist. Once it has a defined context it shows up on all issues of selected issue type(s) in selected project(s).

I cannot say if a similar feature is available in other apps, sorry.
