You can try Clerk Invoices Jira app. It works for Jira Software, Jira Work Management and Jira Service Management.
It automates invoice creation from Jira hours and sends them to external accounting systems. You can build all invoices for all clients with 1 click at the end of each month. Each invoice has a detailed time report attached that is built automatically.
it doesn't show billed vs spent hours. But it shows some other useful reports.
You can customize some aspects of the invoice layout (put your logo, add custom text, choose language).
