We currently have Zephyr Squad for 100 users. We upgraded JIRA to 250, so we are being forced to upgrade Zephyr also to 250.
1)At this point we are unable to even see what we have in Zephyr, we are being blocked because of the license issue. We would like to export the test artifacts from Zephyr. How can we do that?
2) We recently onboarded a vendor, who is expected to purchase the additional licenses. And we have decided to go with Zephyr Scale for 250 users, which will be purchased by vendor and installed in our JIRA instance. So, what will happen to the 100 we currently have and the test artifacts? How do we go about setting up the installation now?

While you are waiting to upgrade to the 250 license, try getting a trial license for now and see if you can perform the work you need. Some featues may be disabled for trial licenses.
The 100 user license will be lost, but contact the vendor and see if they gice you a discount for the 250. All the information should still stay in your jira instance.

This is mostly correct. I should note that moving from Squad to Scale is not as simple as dropping in the new license. You will need to use the trial license in Squad alongside the new license in Scale, and then migrate the data between the two systems. They both have Zephyr in the name, but are different products. Think of it kind of like having a Toyota Carola and a Toyota Highlander.
