I hope to use the Timesheet gadget to see everyone's timesheet across the company.
Should I use JQL or Filter to do this? I think filtering for "jira-user" should be enough?

I think it is better to use Teams for this purpose. JQL returns issues not the users so it may pull a lot of issues and it may show all users who are in other groups too.

Unfortunately no. You may add multiple timesheet gadgets for different teams.
