Why is ScriptRunner assigning ticket to similar username?

I am trying to use workflow post function to assign a ticket to a user with the username joe.bloggs but the ticket is actually being assigned to a user with the username joe.bloggs1.  

I am using the Set Field Value to constant or Groovy expression type of post function.  I was originally using a Groovy script to set the Assignee field but the same thing happens when I am using the Raw Value option for Value Type.

Any ideas what might cause this?  I'm using ScriptRunner 3.1.3

That is not from ScriptRunner, I think it's JMWE.
