There are 2 apps under the name TeamBoard ProScheduler and TimePlanner . Anything in common between them? Do they compete each other?

I am working for DevSamurai, the maker of the apps you mentioned in your question.
ProScheduler and TimePlanner compliments each other.
2 apps share some things in common for example the task scheduler, capacity and holiday settings but basically they support different needs.
Proscheduler is used mainly for project and portfolio management, it has resource planning feature to plan tasks, Gantt chart, time tracking and reports for project/portfolio
While TimePlanner is for team management, it has features to schedule tasks for team members, resource profile/skill management, time tracking, timesheets approval workflow, vacation approval, Client tracking, cost management and Bill/invoice (future version).
